If you load the file "Heart.3mf" into a slicer capable of dual extrusion slicing (for example Cura 3.4.1) you'll see the object in the two colors loaded into the dual extrusion 3D printer.
Before sending the file "Heart.3mf" to a printing company, make sure they have dual extrusion capabilities, and if they do, you will need to specify the colors for extruder 1 and extruder 2.

My question comes from the fact that when I upload your .stl file to a program like tinkercad.com I don't see any colours (or at best I suspect the whole thing comes in one colour). Is it possible that I am simply not able to see the colour of the eyes, teeth and hands but when I send the file to a 3D company the heart will come in two colours like your pictures above?

I printed this model using a dual extruder Ultimaker 3 Extended, and that's how I placed the face on the heart. My art skills are somewhere between 0 and .000001, so I'm not sure how else I would approach the problem.
