Technical
It's feasible to print it in PLA, then form it to the seat/figure with a heat gun, TPU is much better suited. Use your favorite TPU profile, flat side on the build plate, no supports, and 999 bottom layers. I printed them in black Overture 95A TPU, then carefully painted the buckle silver.
