It is the American standard for screws, not metric but in inches.

Cameras standards for screws have not changed for more than 100 years, and it was imperialistic instead of metric.
American standards are very similar to the original screws, with only a slight difference in angle. They work for cameras and are cheap because the entire US/Canada market uses them.
BTW, I hate being forced to used those screws, new cameras should start using metric.

So I live in the United States. Where can I find metric aluminum tube? It's been a tough find online and obviously the local home depot probably doesn't have it. Any ideas?

I am having trouble sourcing the 15mm and 20 mm aluminum tube in the states. All I can find that's close is 1/2" and 3/4". Any ideas?

The crown goes on top of the extension tube and rides on the inside of the main tube. I added it to keep the extension tube from banging against the inside of the main tube.
